The fake "American Express New Payment Message" notification email below, which claims a pending charge has been held on the recipients' American Express account, is just one of the many phishing scams created by cybercriminals to trick American Express customers into clicking on the link within it. The link goes to a phishing website (a fake American Express website) that steals online account credentials when visitors attempt to sign into it.
Also, they should not follow the instructions in the phishing email messages, and if they are in doubt or uncertain about an email message that they have received, they should contact American Express Customer Support for help verifying the email message authenticity.
