The so-called kamiya@n-messcud.jp SAM Gov Entity Registration email below appears to be scam. Therefore, recipients are asked not to follow the instructions or respond to it. The scam email was not sent from SAM.gov(donotreply@sam.gov) or the Federal Service Desk, it was instead sent from the Japanese domain name "n-messcud.jp", which appear is being used by scammers.

You are receiving this email because you are an Entity Administrator for this entity in SAM.gov.

kamiya@n-messcud.jp identified themselves as not being an employee, officer, or board member of {{LBN}}, and listed contractual agreement dates with this entity of {{CREATED_DATE}} to {{EXPIRATION_DATE}}.

kamiya@n-messcud.jp also listed {{POC}} as the authorized point of contact for {{LBN}}, Unique Entity ID {{UEI}}.

If you think this message has been received in error, please contact the Federal Service Desk.

I’m an employee working in the company using the email address kamiya@n-messcud.jp.
Please stop sending smears.
We didn’t hacked the gov. We have been receiving thousands and thousands smear emails every single day. We don’t even know what’s going on. We’ve tried to contact the gov, but they completely shut the system down. I hope you could understand this situation.

Not a Scam. It was a glitch
Federal contractors and grant recipients got a scare Wednesday morning after waking up to a strange email claiming to have changed critical information about their government registration. The fright was further compounded by an unscheduled website outage preventing users from checking to ensure their information was correct.
According to the General Services Administration, the email was caused by a system bug and the outage was unrelated.
Users who manage their organization’s SAM.gov account reported getting an email shortly after 12 a.m. Wednesday stating that a user going by kamiya@n-messcud.jp changed information on their SAM registration—the reference number used to identify all organizations doing business with the government, including contracts and grants.

don't worry, it is not a hack but was a glitch. You can find information confirming this on US government websites, eg https://www.nextgov.com/technology-news/2023/03/gsa-odd-email-about-changes-sam-registration-info-was-glitch-not-hack/383746/
The link to the federal help desk was a real link, and the SAM e-mail address was a real e-mail address. No idea about the JP e-mail address, but mailing an e-mail address should not allow any hacker access to your computer.
