The scam text is being sent by scammers who are attempting to trick their potential victims into clicking the link in it. The link goes to a phishing website that steals account credentials, personal and financial information. The link may also go to spam websites where visitors will be tricked into buying unwanted services and products.

Got one today from 4917672659505 "We tried to deliver your package (...)" and then the hbworks.jp link.
