PayPal Estimate Scam from Billing Department Email Invoice

The PayPal Estimate scam invoice below, which claims to be from the Billing Department of PayPal, is being sent by scammers. The scammers are attempting to trick their potential victims into clicking the "View Estimate" link in the email, which goes to a fake and phishing PayPal website that steals account credentials, personal and financial information.
