I ordered a exterior Movie projector, portable screen and speakers totaling 283.00 from YOUTH NETWORK TECHNOLOGY CO., LIMITED paypal-24helpfriends.com .. never received them

this was my claim with paypal

I contacted the seller on 8/20 asking for status because practically a month later after purchase I haven't had received any status nor ( like others sellers ) this seller did not send me a separate invoice or email so all I had for proof of purchase was paypal activity confirmation . They provided me with tracking information which was 92612927005447000004272973 that later I could track via USPS website . Today still worried because I have not received package I track shipment and it said that was delivered on MAILBOX on Sept 1st . That was impossible because the size of package and article I purchased DON'T FIT ON a MAILBOX . I decided to call my local USPS office and they informed me that package was in fact delivered on mailbox at 6 Howard Street , I said that was not my address however the USPS Rep knew intermediately what was happening he told me I bet you order from those websites on Facebook etc !!!!! well mam you were victim of a scam and happens everyday you must stop ordering from those places , they gave you a tracking of anything they shipped to someone else ( on this case so small that fits on a mailbox ) and you paid for it . They said unfortunately there is nothing USPS can do . Now I'm on limbo I emailed the seller but I wont receive an answer until tomorrow because that is how they operate but they evidently gonna tell me that the item was delivered and I don't have their invoice summarizing my items at this point they can say anything . I for sure did not give them the wrong address because the information was fed with PAYPAL check out so they can not claim I gave them the wrong address . Is there anywhere else I can place a complain with any local authorities because evidently this is common practice I know that seller may be anywhere in the world but can PAY PAL DROP THEM based on a pattern? because I'm sure I'm not the first one nor the last ... Thank you in advance for your help
