Is cankayatarim a Scam? Receiving Spam Calls and Texts

I've been getting similar calls and texts (even voice calls) from telephone number (623) 278-4094 and countless others too. The numbers are all traced back to cankayatarim.gov.tr. Turkish, but all my spam calls, texts, and voice messages have all been in Vietnamese.
