Is newfeaturevideo.com a Scam Website?

I think the website newfeaturevideo.com is a scam. It shows the account balance is being increased while watching and liking the video. Once it comes to over $114, it shows a 4-5min money money withdrawal tutorial video, but at the end, it shows a link asking for $30 to withdraw that money. Definitely a scam, if they really want to give money they could deduct $30 from the earned amount and pay the rest out.
