I received the iTunes "There is a problem with your payment information" email below and I want to know if it is a scam. The email has a set of instructions, but it does not ask me to click a link or visit a website. So, I am assuming it is legit.

The email appears to be legit. Once there are no links or email attachments. But, if you want to make sure, go to https://appleid.apple.com/ and sign in to check your account.
