Online Threat Alerts (OTA) - Alerting you to scams and frauds.
Online scammers are sending fake "Bank of America Fraud Department" declined purchase messages to potential victims. The fake messages claim recipients have a declined transaction made at a popular store and ask them to call a fake Bank of America telephone number like 1-800-221-9093. The fake number is associated with call centers operated by scammers who will attempt to trick their potential victims into disclosing their banking and other sensitive information, which will be used fraudulently.
"Bank of America a purchase was declined for $319.55 at target.com. Press one if you recognize this purchase, if you do not recognize this purchase call our fraud department immediately at ***
DO NOT CALL 18002219093. If you have received a message about a declined transaction, please contact your bank using the telephone at the back of your card or go to your bank's website and contact them directly. Do not call a telephone number from a suspicious call or text because it may be a scammer pretending to be from your bank.

Very helpful. This happened to me today.
Definitely a SCAM ... they got into my voicemail without calling me, my phone never rang and there is no record of the call in my "recent calls" ...
Best part was they called, I did not answer and they left the message similar to above. I have no credit cards with BoA, so I knew it was a scam right away.
