Facing the Reality: The Solvency Crisis

The system is not a scam, but it is facing a severe financial crossroads. According to the 2026 Social Security Trustees Report:

1. The Retirement Fund Depletion (2032): The Old-Age and Survivors Insurance (OASI) trust fund is projected to exhaust its accumulated historical surpluses by 2032.
2. The Automatic Benefit Cut (22%): If the fund empties and Congress takes no action, the program will not disappear. However, incoming payroll taxes will only cover 78% of scheduled benefits, resulting in an automatic 22% across-the-board cut for retirees.
3. The Combined Fund Depletion (2034): If Congress merges the retirement fund with the healthier Disability Insurance fund, the joint depletion date moves to 2034, triggering a 17% cut.

How Congress Can Correct the Course

Social Security is a creature of law, meaning Congress has the legislative tools to prevent these automatic cuts, just as they did during the last major overhaul in 1983. To secure the system, lawmakers must deploy a mix of the following adjustments:

• Raising the Payroll Tax Cap: Currently, wages above a certain threshold are exempt from Social Security taxes. Eliminating or raising this cap would inject massive revenue into the system.
• Increasing the Tax Rate: The current 12.4% combined employer-employee payroll tax could be incrementally raised.
• Adjusting the Retirement Age: Lawmakers could gradually raise the full retirement age beyond 67 to match increasing life expectancies.
• Means-Testing Benefits: High-income earners who do not rely on Social Security could see their future monthly payouts reduced.
