How can we track the web owners to pay for their deeds?

It is hard to track them. The same technology that makes it easy for us to communicate, makes it easy for the cybercriminals to hide.

Also, I register an account with the program and I reached up to 365 USD but they have not paid me. If I try to withdraw earning as they direct, there are no more procedures to draw the money. Instead, they jus make me to play games and to download other applications.
