Action Required," which claims that recipients' PayPal accounts need more information before they can process their transactions, is a phishing scam. The fake or phishing email message was NOT sent by PayPal, but by cybercriminals, who are attempting to trick the recipients of the phishing emails who have PayPal accounts, into visiting a phishing or fake PayPal website created to steal their accounts' user name and password, financial and personal information.
