Coupric located at www.coupric.com is selling low-quality watches in bulk really cheaply and then sell them to people and claim that the price they're charging people is just "shipping". I ordered one of those watches and it arrived fine, however, it's really cheap quality, doesn't look as good as the pictures on the website, and overall, I don't think is worth the shipping cost. The items cost less than the shipping.
No one is giving out merchandise at a loss here. It's nothing new. These type of scheme use to run in magazines years ago (usually for sunglasses). It's just today virtually anyone can spin up this type of business with virtually no real upfront costs.
