Sending a text "Call 1-866-840-0254 #EBT Card - Locked. MSG ID: 476967179). Unfortunately for them I work for an agency that issues these benefits so know it's a scam. When I called the number it is an automated system, asking the caller to enter their EBT card. From past knowledge of this issue, they will then ask for the PIN. Subsequently taking/withdrawing the persons benefits.
